Morganton Woman Arrested on Rape Charge

Neighbor complaints led to Tuesday's arrest of a 25-year-old woman, according to detectives, who also believe the woman had a sexual encounter with a 15-year-old boy.

Detective David Kiser of the Burke County Sheriff's Office stated that Burke County Department of Social Services became involved in the case on Sunday, after receiving numerous complaints from families in the Chamber's Chapel Road area of Morganton.
 
According to Kiser, the complaints alleged that Rhonda Ann Chapman of 4217 Chamber's Chapel Road was allowing neighborhood children and young adults to be at her house for long periods of time. There were also allegations of neglect and abuse inside the Chapman home , Kiser said.
 
The Burke County Child Advocacy Center became involved in the case and interviewed more than ten children, said Kiser, who further stated that the children were potential witnesses or victims of abuse or neglect. 
 
Kiser said the sexual abuse allegation of the 15-year-old boy was discovered during the investigation, which led to him charging Chapman with one count of statutory rape. Other charges are pending as the investigation continues. 
 
Chapman reportedly turned herself in to authorities on Tuesday and was jailed under a $50,000 bond. She will have a first court appearance today.
