Spann Arrested, Charged with Rape of Child
 
Burke County investigators have charged an Icard man with the first degree rape of a child, along with first degree sexual offense and taking indecent liberties with children.

The alleged victims are sisters aged 7 and 8.

Rondall Allen Spann (left), 41, of 3287 Berea Church Road was jailed under a $100,000 bond after his arrest on February 28th. 
 
Detective Crystal Watts said the sexual offenses against the two girls occurred sometime between the summer and end of 2005. 
 
Watts stated that Spann became friendly with the grandparents and custodians of the two sisters. After gaining their trust, he began sexually assaulting the children, the detective alleges. 
 
Spann is no stranger to law enforcement, according to Sheriff John T. McDevitt. He was charged in 1992 with walking into a Burke County District Courtroom armed with a shotgun. He was wrestled to the ground by deputies and arrested. No injuries were reported in that incident. 
 
"Additionally, we have had past reports of Spann bringing flowers to young girls at their elementary school, and also giving money to kids who live near him," McDevitt said. "He has exhibited characteristics of pedophilia, but this is the first time we've been able to make a good case on him." 
 
Court records show that Spann has had past charges of stalking, trespassing and contributing to the delinquency of a minor. He has also been charged with resisting arrest, and assault on a government official. 
 
Watts said she believes there are other victims out there who may come forward in the wake of his arrest. She urges anyone who has possible information concerning sexual abuse committed by Spann to contact the Burke County Sheriff's Office Criminal Investigation Division at (828) 438-5506. 
 
Spann was scheduled for a first court appearance today.
