Convicted Sex Offender Arrested for Rape

A convicted Catawba County sex offender was arrested in Burke County yesterday, and charged with the second degree rape of a woman who reportedly lives in the same apartment complex.

Catawba County has pending charges on Paul Edward Ikard (left), 35, of 3309 Clarence Towery Circle Apt. 3, Hildebran for failing to notify his change of address, according to Burke County CID Lieutenant Becky Brendle.

According to the North Carolina Department of Corrections, Ikard was convicted in Catawba County for taking indecent liberties with a child, and was sent to prison in May, 2004. He was released in March, 2005 after serving less than ten months of a twenty-one month sentence.

Brendle said the Burke County Sheriff's Office received the alleged rape report on Wednesday afternoon. The unidentified woman provided investigators with the suspect's name and a physical description.

Detectives set up surveillance on the apartment Ikard was believed to be living in., and arrested him last night around 6:30 without incident, Brendle stated.

Sexual offenders are required to notify authorities of any change of address within ten days, according to Sheriff John T. McDevitt. Ikard's whereabouts on the North Carolina Sex Offender Registry is listed as "unknown."

"We will not hesitate to charge a Burke County convicted sex offender who fails to register, or report a change of address to us," McDevitt said. "The public deserves to know where they are living."

Ikard was jailed at the Burke Catawba District Confinement Facility under a $50,000 secured bond and will have a first court appearance today.
